Phew where do it start, well the Articles of Confederation written in 1777, it came before the Constitution (which is the set rules we use today) anyways the articles gave a lot of power to the state governors. so their was no central government, that’s important because that meant their was no national bank, and not much of an army. at that time the articles also didn’t demand anybody to pay taxes, (endless they wanted too) but who wants to pay taxes so the government became weak Due to this. so later the Constitution was written which established a strong central government and made people pay taxes. The Constitution came along about 10 years after the articles were written. If you want to read more I’m sure you could find something more descriptive online.

Answer:

An agreement among the thirteen original states, approved in 1781, before the present Constitution went into effect in 1789. There was no chief executive or judiciary, and the legislature of the Confederation had no authority to collect taxes. Basically it was a loose interpretation of federal government.
