She can draw a triangle and then write the lenghts of the triangles with the same numbers

If she has a protractor then she could measure the angles, if they are all the same, then the sides are congruent. It also means that the triangle is an equilateral triangle. (each angle should be 60 degrees) Without somthing a ruler or a protractor though, there is no way to know for sure.
