we have,

(x1,y1) = (-9,4) and m= 2/3

using slope point formula,

(y - y1) = m(x - x1)

or, y-4 = 2/3 ( x + 9)

or, 3y - 12 = 2x + 18

or, 2x - 3y + 18 + 12 = 0

or, 2x - 3y + 30 = 0

or, 2x - 3y= - 30

comparing above equation with

x/a + y/b = 1. So,

(2x + 3y)/ -30= -30/-30

or, 2x/-30 + 3y/-30 = 1

or, - x/15 - y/10 = 1

or, x/15 + y/10 + 1 = 0
