It was a transition from the monarchy to republic when the division of powers took place. The SENATE of the Roman Empire developed from the one of the Roman Kingdom, and it was in charge of appointing and removing senators. The LEGISLATIVE assemblies had the law-making role. The EXECUTIVE magistrates had the role of passing the laws, as well as their obstruction or veto.
