Cuba was first controlled by Spain and the Cubans wanted freedom. So they would often create a situation so that US would see the oppression on Cuba. After USS Maine exploded and sunk in the Havana Harbor, US military intervened in Cuba and took over its control. Spain wasn’t happy with it.
So this political cartoon shows how Cuba got its freedom because of the US and its clinging on to it. Whereas Spain is kind of scared by its power not happy that Cuba is now under US’s control
