People use whatever is available--cardboard, sheets of tin, car parts and so on. People who live under bridges and homeless in urban landscapes have a similar style of home. The feature of temporary vs. permanent is not really an issue: it seems that the homes are continual works as parts are replaced with better materials as they become available.
