Answer: Japan believed as a small country it needed to expand in order to develop and become more economically independent. As a result of the Great Depression Japan saw an opportunity to seize more land and establish an "Empire" before the Americans and British could react. One key strategy of this plan was to destroy the American Pacific fleet (mostly aircraft carriers) at Pearl Harbour, thus preventing an American counteroffensive until it was too late.  

Germany became so reliant on American money after WW1 that the whole country practically imploded when the American money dried up. The fear of a Communist take over caused President Hindenburg to make Hitler Chancellor in the hope that once the Depression was over there would be no need for Hitler and his Nazi henchmen. Unfortunately, Hindenburg died and Hitler took over complete control.  

Adolf Hitler had some "unfinished" business with the world dating back to his experiences in WW1. Now that he was in control of Germany he set about her military development with a view of revenge and domination.
