Lincoln defined despotism as a form of government in which only the ruling class was favored, as he stated in his speech in Gettysburg, Pennsylvania, on November 19, 1863, where he maintained his position against this doctrine and where he expressed that the government is of the people, by the people and for the people; while the motto of despotism was all for the people, but without the people.

This totalitarian doctrine was considered as an aristocracy in which only the most notable and illustrious people of the time had sufficient intellectual capacity while for them the people were considered uneducated and illiterate so it was preferable that they remain on the sidelines.
