The term 'freedmen' refers to the former African American slaves, and the excerpt relates how they will go through this process and what goods and rights they will be granted.

A) is incorrect, as this is a text regarding the American Civil War that took place between 1861 and 1865, and not the Revolutionary War which took place from 1775 and 1783

C) makes sense, however, this is not the main idea of this excerpt and there is no way to know for sure that he directly oversay the carrying out of this law. We only know that he enacted the bill.

D) is incorrect, as the bill was active since it was enacted <u>and</u> for one year thereafter

According to this passage, those most impacted by this law: B) Could receive clothes, shelter and land. The text especifies how the freedmen and refugees would be granted these goods which included shelter, clothes and land for the remainding of war for one year thereafter.

C) is incorrect, as the law was inmediatly put into action.

D) is incorrect. This text does not speak of freedmen and refugees having to leave the place where they currently lived.

Before answering the question, I would like to present the different modes of persuasion, also referred to as ethical strategies or rhetorical appeals. They are maneuvers in rhetoric that classify the speaker's appeal to the audience. The Rhetorical Appeals are:

Ethos: It is how well the presenter convinces the audience that the presenter is qualified to speak on the subject, and by doing that what the presenter says is valid.

Pathos: is an appeal to the audience’s emotions

Logos: it. It is normally used to describe facts and figures that support the speaker's claims or thesis.

Kairos: An orator uses this to their advantage to persuade the audience to act now at the time being.

Even though you did not include the excerpt, I know for sure you mean this one:
