The main idea is that segragation is a terrible thing.

Explanation:

In the passage he goes over the fact of how oppressing it is to be in this time where segregation laws control everything. As quoted, "Maybe it is easy for those who have never seen the signing darts of segragation to say, "wait"." In this he is saying that those who have never understand.
