Looking at the passage, we can see that every reader reading paragraph 3 will become emotional. when I was reading the third paragraph my emotions were not spared.

The atrocities that were committed which the speaker shares to the audience makes an emotional appeal to the audience. It actually evokes the emotions and feelings of the audience. This I believe is the purpose of the paragraph.
