This hot water is mixed with the cold water at the bottom of the ocean by ocean waves and this is the reason why ocean waves are at a regular temperature.

In a lake the water is heated the same way but there is not much water to mix the hot water with the cold so the water in the lake seems hotter than the ocean.

In a river the water keeps on flowing which mixes the hot water with the cold and the temperature remains regular.
