  Maryland.

Explanation:

  Most of the colonies were generally not tolerant of dissident forms of worship, but Maryland was an exception. It was first applied as a principle in the founding of this colony in 1634. But fifteen years later the colony enacted the Maryland Toleration Act, a law that mandated religious tolerance.
