if the twi lines are  parallel , they have the same slope.

So  slope  is   1/2.  

equation of a line is  :  mx +p

The line goes throught  (-2 ; 4)

We have    1/2 ( -2)  + p =  4

                   -  2/2  +p = 4

                   -1 +p = 4

                       p = 4+1

                       p = 5

equation of the line  is   y = 1/2x +5
