Answer:

One certain intention was when the editor said, "we mean to be a part of it we mean leading it." That statement shows us we can lead, we can be a part of something, and we can feel that doing something is important. The author is attempting to make us feel a part of something and feel good. When the author said,  "We have vowed that we shall not see space filled with weapons of mass destruction, but with tools of knowledge and understanding."  The author is seeking to convey why we don't need a weapon-filled country, we need to focus on keeping harmony and taking care of others around us. He teaches us that knowledge and understanding are far more damaging than weapons.
