Yes, I think it's a very good idea.

People in Higher government position will be tasked with the duty to allocate the money accumulated through people's taxes and use it to create programs that benefited the people.

This require high level of intelligence and deep understanding in how various sectors operated in the country.

Civil service exam is a good idea that can be used to weed out bad candidates and only include candidates who have real potential to be trusted into the important position.
