In Denise Levertov's poem <em>"Life At War"</em> we can say with certainty that the theme is the helplessness of war.
The author does not see the human capacity to achieve peace, as long as there are still wars around us. Much less if people continue to believe that wars are necessary.
The hopelessness of war presented by the author shows how humans hurt each other or fight defending a country just because they believe that it is the right thing or the necessary thing, without seeing how much damage they do around them.
It might or may be early in the story and the author may not want the reader to form an opinion yet or perhaps the author is describing a minor detail and does not want to draw extra attention to it that could detract from something more important happening in the story.
