Propaganda can hurt someone instead of help because propaganda normally tries to make something seem superior which can then hurt maybe an individual ,or group, because they might not fit the ideal type of that propaganda.

Explanation:

    Take the Holocaust as an example. THIS PROPAGANDA was "made" to hurt a group of people. A very specific one, in fact. This propaganda was to discriminate Jewish people, which led to Jewish people being kicked out of their homes, killed, and even tortured all because they were "different" from the ideal type of the propaganda.
