The radical republicans were about justice, not healing. They wanted equal rights for blacks, to continue the freedman's bureau, and to punish the south. This was during the years of congressional reconstruction, 1865-1867. President Andrew Johnson was more into healing the country (as he was racist), during the years of 1864-1865.
Independent states unified under a weak central government would generally be part of a "confederate government," but of course the specific weakness of the central government can vary greatly.
