It was based both on past cultures and civilizations. Initially based on the clan .

The Mayan was Mexican and Central American settlers, while the Aztecs inhabited almost all of northern Mesoamerica by c. Inca flourished among c in modern Peru and spread to Western South America.

The Emperor ruled over Aztec and was supposed primarily to lead the battles. The Aztecs had to pay the tax from the local leaders and captured people. Inca was governed by the ultimate power of Sapa Inca, the king. Also that emperor was the religious figure of the empire.

Incas as well as Aztecs trusted and adored the sun god. Both of them participated and took part in human sacrifices. And that he had built big temples so constructed special temples to pray to the god. There was a polytheistic religion for the Incas and Aztecs which they only believed in one Deity.
