The Democratic-Republican party was led by Thomas Jefferson and James Madison with the belief that the Federal Government should not be too powerful.

With this in mind they were against the establishment of a National bank which was capable of issuing loans. They said that this would only increase the power of the Central government and that it was not in the Constitution so would be unconstitutional.

The rubber was becoming more and more popular because of its properties, practicality, and cheapness, so it too was on the wish list. The ivory though lost its importance. In the past it was very important, but the times have changed and numerous other things have become much more useful and valuable, so it was not a priority.
