It is only possible to know who the speaker is advising with reading the poem, however, if the speaker does not quote someone during the poem, it means that he is advising the reader. It is possible to know that the speaker is giving advice if the poem presents imperative phrases, which are stages in which the speaker makes requests or gives advice. These sentences are usually ended with an exclamation mark (!).

The mother is basicly saying not to give up, keep on going even if it is hard because she is still going, life won't be easy, it's never been easy for her but she is still going.
