I think that they should since more people are having children at a younger age and they are choosing to have huge families. It would take a while to get everything fixed, and until they could find a way to grow food, they would have to import food. So it would be best if they found out a way to grow food up there before they send people up. If they didn't they would have to waste a lot of rocket fuel and space fuel, taking food to and fro.
