Both locations are extremely cold during the winter months due to being so close to the north pole. Aside from being close to the north pole, both of these locations are located on large bodies of water which increases wind and therefore lowers the temperature. Between both of these Chicago would get more amount of snowfall per year due to being closer to the North Pole than New York.
