The United States has always been considered a great power, despite its desire to withdraw from world affairs.

Explanation:

In 1917, the U.S. consolidated its partners, Russia, and France--to struggle in World War I. More than 2 million U.S. warriors battled on battlegrounds in France. Many Americans were not in support of the U.S. enrolling in the war and desired to remain neutral. The U.S. joined World War I because Germany started on a dangerous venture. Germany dropped many American trader ships around the British Isles which provoked the American entrance into the war.
