In 1789 Congress created three Executive Departments: Foreign Affairs (later in the same year renamed State), Treasury, and war. It also provided fir an Attorney General and a Postmaster General. Domestic matters were apportioned by Congress among these departments.
Because it limits the amount of hours a worker is allowed to work while paying them living wage (which is usually more than they are being paid now).
The English colonies had three distinct forms of government. There was a self-governing system, Proprietary Colonies which were owned by the king, and those colonies owned by individuals (Dukes) called Royal colonies.
