No. Japan bombed the Pearl Harbor mainly due to being desperate. The US had placed an embargo (no trade rule) on Japan. This led to no trade between the US and Japan and led Japan to losing a lot of money.
There were several nations who sought to claim the territory such as the Americans, British, French, and Spanish. John Quincy Adams resolved this through the Treaty of 1818 where the border of the United States and Canada was established at the 49th Parallel.

Besides geography, the major issue that would have made this impossible is that each "country" or state in South America was dominated by a different ruler, many of whom had fought of the Spanish--meaning that they would have never united under one title. Their cultures were also wildly different.
