The prediction that there would be more clouds is wrong. Clouds are formed when water vapor in the air turns into ice crystals or liquid water droplets. It usually happens when the air contains more water vapor than it can hold.

And we know that oceans are the major sources of water on earth as they make up 70% of the earth's surface. So if oceans did not exist, other smaller bodies of water will cease to exist too within a short period of time because they would not be able to cater for the whole earth. Therefore, there would not be enough water to accumulate in the air to aid cloud formation.
