As we know, there must be a series of rules that limit the actions of people within a territory, these rules are the laws and testify what is right and wrong and what can or cannot be done in a region, in addition to unifying the people within the same guidelines. Mesopotamian rulers also followed the concept of gathering several norms in a single document and exposing it to the population that would be punished if they did not obey. These rules promoted control and unification in Mesopotamia. An example of this is the Hammurabi Code.
