The Articles of Confederation between 1776-1789 was the first Constitution of the United States. It was enacted as a result of its move to create a fresh system of Government. However, this purpose failed as the National Government had a weak system of Government. The system did not have a Judiciary and Executive branch of Government. As a result of this, they could not enforce laws and settle disputes between states.  

The National Government depended on the powers of the State Government to perform. Because the National Government lacked the power to impose taxes, it could not settle its debts. In my opinion, the National Government was redundant under the Articles of Confederation.

The National and State governments had their independent functions. According to Info-please,  the National Government functioned in the following capacities;

Declaration of war

Oversee the print of currency

Creation of various post offices

Provision of Army and Navy with arms and ammunition

To manage the affairs of foreign policy.

To make binding laws and ensure these laws are enforced.

The State Government on the other hand;

Deals with the creation of Local Governments

Oversee Public Health and ensure the safety of the citizens

Conducting of Elections

Ratification of Amendments to the Constitution

Oversee intrastate business relationships
