I dont know what the first 2 reasons you gave are but 1 reason is the economy could be hit hard. Another is that war could change the daily lives of millions. Another is that we are in a global pandemic right now and wouldnt be able to focus on the war.

Explanation:

War could take people out of their jobs and be pricey so the US would lose money and businesses would close. It would also kill many and possibly ruin whole cities. Also with the pandemic we already have hospital staff on shortage if we went to war we would need even more medics. Hope you do good on your assignment.
