This is correct. This can be noticed best on do it your self videos or origami videos where you can precisely see what needs to be done in order to be successful in something.
Defiantly not the private schools because well they're private so they'll cost and if its between local college and out of state university i would say the out of state because they are going to have more students attending so they wont have to charge each student as much money to keep the school running.
