1.) Vote
2.) Speak freely against things. Basically practice the first amendment
3.) Participate in the government which along with voting is going to campaign rallies , running for office , and participate in peaceful protests etc.
World leaders can...
1.) Make a peaceful objection to a country in which they do not agree with
2.) They keep the country in which they are running updated on political matters in and outside of the country
3.) Listen to citizens of the country complaints and troubles and actually try to do something about the complaints and troubles
What are the choices? Food (Fishes maybe) and drinking water would be 2 I think.
The tail can wag the dog means that issues that may seem trivial and small can end up causing large havoc. For instance, an issue that begins as a small one can end up blowing up and causing the fall of a regime or government
the government sometimes has to protect the interest of the community
One method,if my understanding is correct, is to attack by surpirse or to kill as many people as possible.
By doing that, the killing of numerous/millions of people, usually end on on planes, buildings... That type of stuff.
They usually do bombing of large areas.
