Answer:

The murderer was most likely Mr. Scoot

The weapon was a Knife  

The time of murder was most likely around the time of 12:25

The place of the murder I think would be in the urban neighborhood.

And the motive, is so Mr. Scoot can stay with Mr. Kelley's wife.

Explanation:

Reasoning behind why I think Mr. Scoot was the murder is because said 1. Police where unable to find Mr. Scott after the murder.

2. It's says that the knife had Mr. Scott's finger prints on them.

3. Mr. Kelley walked into Mr. Scott's room at around 12:25 was dragged to the area he was killed in (the urban neighborhood) due to the fact he was probably weak and unable to run away to the fact he was shot in the thigh at 12:00 by Mr. Jones (Mr. Jones probably shot him on purpose as it says Mr. Jones said he wanted Mr. Kelley dead). The elevator man got of work at 12:30, and Miss Smith said she didn't see anyone leave the apartment around the times of 12:25 and 12:45, now this little piece of information wouldn't make sense due to the fact that the elevator man left work of got off his shift at 12:30. It also wouldn't add up on how Mr. Scott was able to drag Mr. Kelley out and not get noticed by anyone. But it says that Miss Smith said that the police didn't care about the spread of illegal drugs, so she was probably upset about that fact and lied to the police, possible even helping out with the murder as the knife was found in her backyard.

Well, I basically explained why the weapon was a Knife, also why the murder was around 12:25. The place of the murder, it makes sense that it was in the urban area because the it's says that it seemed that Mr. Kelley was dragged quiet a long way.    

Then Scott's motive is that he wanted to be with Mr. Kelley's wife as it's said that Mr. Kelley's wife would often be seen going out with Mr. Scott. So, what I'm thinking is that Mr. Kelley found out about them as it says Mrs. Kelley went to Mr. Scott's room 11:30, which probably means Mr. Scott was not having that and ended up killed him.  

Then again I could be wrong about this because I'm not a professional, but I do believe I could be correct.
