Presumably he meant these were values shared by many Americans. While these are nice sounding phrases, I believe that many Americans would doubt that they benefitted supposedly from the implementation of these policies and they certainly weren't meant for other countries such as Nicaragua where he backed the contras to fight the Sandinista's who were trying to implement these things for the vast majority of the people who had suffered so much under Somoza.
