La cohabitation est un système de gouvernement divisé qui se produit dans les systèmes semi-présidentiels, comme la France, chaque fois que le président est d'un parti politique différent de la majorité des membres du parlement. Cela se produit parce qu'un tel système oblige le président à nommer un premier ministre (premier ministre) qui sera acceptable pour le parti majoritaire au sein du parlement. Ainsi, la cohabitation se produit en raison de la dualité de l'exécutif: un président élu indépendamment et un premier ministre qui doivent être acceptables à la fois pour le président et pour le législatif.
