Hey there!

The correct answer would be the second choice, a translation up.

The reason for this answer is, if you compare the before translation image, WXYZ, and the after image, W'X'Y'Z', W'X'Y'Z is the same exact image of WXYZ except it has moved up 4 units.

The first choice would be incorrect since if you were to rotate the image 90 degrees about point B, the final image would lie off the graph and face sideways, which is clearly not how the image W'X'Y'Z' resulted.
