Yes. the political parties created a disagreement that causes a stress in unity among people. the political parties did harm to relationships among citizens.

Answer:

Washington recognizes that it is natural for people to organize and operate within groups such as political parties, but he also argues that every government has recognized political parties as an enemy and has tried to control and try to hide them because of their habit/desire to look (for) more power than other groups and to take revenge on political fighters (against someone or something). He feels that disagreements between political parties weakened the government.

More than that, he makes the case that "the alternate rule" of one party over another and happening at the same time efforts to exact revenge upon their fighters (against someone or something) have led to (very bad and upsetting) horrifying crimes, and "is itself a scary cruelty from a king or queen. But this leads at length to a more formal and permanent cruelty from a king or queen." From Washington's (way of seeing things / sensible view of what is and is not important) and judgment, political parties eventually and "slowly incline the minds of men to look for security... in the complete and total power of an individual", leading to cruelty (from a king or queen). He admits/recognizes/responds to the fact that parties are sometimes helpful in (helping increase/showing in a good way) freedom in (rules by kings or queens), but he argues that political parties must be limited/held down in a popularly elected government because of their habit/desire to distract the government from their duties, create (without a good reason) jealousies among groups and areas, raise false alarms among the people, (help increase/show in a good way) riots and huge riot, and provide foreign nations and interests access to the government where they can force their will upon the country.

In my particular opinion yes, he did properly warn and give special warnings about what to do in the situation. In his goodbye Presidential speech, George Washington (gave opinions about what could or should be done about a situation) American people (who lawfully live in a country, state, etc.) to view themselves as a well-organized unit and avoid political parties and issued a special warning to be aware (and a little nervous) of attachments and tangled-up connections with other nations.
