The two reasons could be that 1) they commited fraud by issuing learners and drivers licence and 2)they are people of law but they did things illegally.or they didn`t do their work. remember that when we talk about a bail we are talking about properties and it could be common to fraud with the properties like money or things that are deposited to a court.
