A necessity is an item that is essential to a persons survival. For example food, water, or building materials. A tariff tax would be high for luxury items because people did not need them to survive. If people could afford the luxury item then they could also afford to pay a higher tax for it. All people needed necessity goods so the tax needed to be lower so everyone could afford those items.
