The 13th Amendment to the United States Constitution states, "Neither slavery nor forced labour shall exist within the United States, or in any place subject to its jurisdiction, except as a punishment for a crime for which the party shall have been legally convicted."

The Constitution also forbade Congress from outlawing the transatlantic slave trade for a period of 20 years. A fugitive slave clause mandated that runaway slaves be brought back to their owners. The federal government is empowered by the Constitution to put down domestic uprisings, including those involving slaves.

Section 1 of the Thirteenth Amendment prohibits slavery and involuntary servitude within the United States and in any territory governed by them.
