According to the plate theory of hot spots, how do volcanic island chains form?

The only one that makes sense to me is D. All volcanoes actually form at plate boundaries, not in the middle of plates. But then again they can form in the middle if plates called a Hotspot.

At the other end of the spectrum is ultraviolet radiation, which is more energetic. It has nothing to do with heat.
