It depends. The house of representatives and the senate both have the power to impeach. It typically starts in the house, then the senate votes on if it is a valid reason for impeachment

Explanation:

Like with the impeachment trials with Former President Trump. The house of representatives writes and then presents the bill of impeachment to the senate. The senate then votes to decide if the bill or terms of the bill is good enough to impeach the president. If convicted, the trial will then continue to see if the president should be removed from office.
