As much as possible, the King retained a decentralized government where Satrapys were overseen with almost abosolute power by the Satraps whose primary responsibility was to collect and remit taxes to the coffers of the King.

The taxes were based the average performance of agricultural harvest of each Satraphy and remained the same regardless of the performance of the harvest.
