Lincoln never wanted to end slavery (and he never did), but in this quote you can see him shifting from believing "Let's just get the country back together" to "Let's actually change somethings"

The government wanted the states to be evenly numbered as to who had slaves, Missouri owning slaves freely would make the number uneven.

Most legal theorists believe that the rule of law has purely formal characteristics. Others, including a few legal theorists, believe that the rule of law necessarily entails protection of individual rights. Within legal theory, these two approaches to the rule of law are seen as the two basic alternatives, respectively labelled the formal and substantive approaches. Still, there are other views as well. Some believe that democracy is part of the rule of law.

Fundamentally it means that there is an appropriate system through which things must be done, and all, including those who lead, must follow it. It is important, because if we do not follow the rule of law, we have chaos. Here in the US, it is the rule of law which allows us to have our Republic.
