The eastern side would receive dry air due to the fact that the dry air is being released to the eastern side from the western side of the Sierra Nevada Mountains. This would make the eastern side look different from the western side, and would make the eastern side more dryer, while getting little bits of rainfall.

Toronto is a cold place today, but if it was originally cold it could possibly affect a driver by causing them to be supper cold. But if it was a hot place, it could cause the driver to be cold. I'm not exactly sure the answer you were looking for but I believe this is a pretty good answer.
