Roosevelt believed that the government had to step in to resolve the problems brought about by the Depression.  Hoover felt that it was the people should be the ones who must solve this.  Though he did launch some programs, it was not enough.  The problem was too big and Roosevelt felt that it was time for government to help solve the crisis.

No one, not even he could have averted the war without a historical wrong that could no longer be justified in a democracy - the continuation of legal human bondage in the United States.   But to answer the question.  Yes, I think it was very possible that no guns had to fire, and it would have been to me a revolting development.

Both men believed in the principle of political economy. Both argued that there was a need to control the population in a time of abundance. They believed that if the population is not well managed, the abundance may be misused, and thus, the increased population will bear the brunt of the mismanagement.
