I think because if the lower house were to give their opinions on something that the whole room was speaking on and all of the lower house members agreed and most of the upper house members disagreed then that would be a problem for the lower house members. There are more upper house members than lower. So basically that's it.
"The promise of an easy life" was not a reason that people moved west in the late 1800s, since in fact many people knew that this new life would be quite dangerous and difficult.
While there are two ways, only one has ever been used. All 27 Amendments have been ratified after two-thirds of the House and Senate approve of the proposal and send it to the states for a vote. Then, three-fourths of the states must affirm the proposed Amendment.
