But logically a price drop would lower the supply and raise the demand. A price raise would raise the supply and lower the demand

The total volume of the water in the Earth's system is pretty much the same, and for it to change, and change the levels of the water in the oceans and seas, the Earth will have to go over a totally new conditions where either a new influx of water will reach our planet, or the heat will increase and the water will evaporate, for now that is not a possibility.

Catchment area - the area within the drainage basin.
Watershed - the edge of highland surrounding a drainage basin which marks the boundary between two drainage basins.
Source - the beginning or start of a river.
Confluence - the point at which two rivers or streams join.
Tributary - a stream or smaller river which joins a larger stream or river.
Mouth - the point where the river comes to the end, usually when entering a sea.

Earths crust is broken into plates called tectonic plates.  the plates move bc of  convection currents in the earths mantle.   convection currents are the movement caused with a liquid by the propencity of hotter and less dense matter to rise, and colder, thicker material to sink under the effect of gravitational pull, which as a result results in the transfer of heat.  As a result these are moved by the heat composed by the common natural blight of radioactive component in the earth.
