Lets look at the numbers given to us, and see how many times values between these two numbers occur. I see 19.9 and 18.6. This is two values.

All the others have 2 values however, so lets keep going.

Next we have 20-21.9. I see 9 values that are in between 20-21.9:

20.7, 21.2, 20.5, 20.4, 21.6, 21.4, 21.5, 21.5, 21.9

Both B and D have graphs with 9 values that are between 2-21.9, however A only has 8 values.

Now lets look at 22-23.9. I see 8 values between 22-23.9:

22.2, 22.7, 22.1, 23.1, 23.8, 22.6, 23.9, 23.4

This eliminates D, which only has 7 values, but B does have 8 values.

So this means that B is the answer!
